Or does it?<br \/>&nbsp;<br \/>Residents in the Broadway-Fillmore Avenue section of Buffalo don&#8217;t think so. At least not if they are judging by the clock on the Bank of America branch at that corner. <\/p>\n<p>The clock is stopped, and has been for a long time.
