The Central Terminal Restoration Corp. (CTRC) in partnership with the City of <\/span>Buffalo<\/span> has<\/span> released a<\/span> Request for Expression of Interest<\/span><\/a> (RFEI) to seek development partner(s)<\/span> to advance the reuse of the Buffalo Central Terminal historic campus in alignment with the<\/span> community<\/span>–<\/span>driven Master Plan.<\/span><\/p>\n

\u201c<\/span>Th<\/span>e<\/span> future of the Terminal is rooted in a shared<\/span> vision for a path forward.<\/span> W<\/span>ith community<\/span>, <\/span>equity,<\/span> and economic opportunity<\/span> at the forefront,<\/span> we<\/span> are<\/span> looking<\/span> for<\/span> a<\/span> development<\/span> partner<\/span> to <\/span>reimagine<\/span> the<\/span> majestic<\/span> historic<\/span> landmark<\/span> as<\/span> a<\/span> lasting<\/span> cultural<\/span> and<\/span> economic<\/span> hub<\/span> of<\/span> activity<\/span> \u2013<\/span> a<\/span> beacon and a<\/span> destination that attracts people and investment.<\/span> Together<\/span> with our neighbors<\/span> we<\/span> will join and elevate the strong future of the city and region\u201d, said CTRC Executive Director,<\/span> Monica Pellegrino Faix.<\/span><\/p>\n

\u201c<\/span>This<\/span> is<\/span> the<\/span> right<\/span> time<\/span> to<\/span> reimagine<\/span> the<\/span> Central<\/span> Terminal<\/span> campus,<\/span> given<\/span> the<\/span> current<\/span> momentum <\/span>of<\/span> planning<\/span> and<\/span> investment<\/span> to<\/span> revitalize<\/span> the<\/span> Broadway<\/span>–<\/span>Fillmore<\/span> corridor<\/span> into<\/span> a<\/span> vibrant<\/span> neighborhood<\/span> where<\/span> the<\/span> next<\/span> generation<\/span> of<\/span> Buffalo<\/span> residents<\/span> will<\/span> want<\/span> to<\/span> live<\/span>,<\/span> work<\/span> and<\/span> raise<\/span> families.<\/span> In<\/span> addition<\/span> to<\/span> the<\/span> changes<\/span> that<\/span> will<\/span> come<\/span> from<\/span> New<\/span> York<\/span> State\u2019s<\/span> $10<\/span> million<\/span> Downtown<\/span> Revitalization<\/span> Initiative,<\/span> my<\/span> Administration<\/span> will<\/span> be<\/span> making<\/span> major<\/span> infrastructure<\/span> investments<\/span> improving<\/span> streets,<\/span> parking,<\/span> and<\/span> welcoming<\/span> streetsca<\/span>pe<\/span> and<\/span> public<\/span> spaces,\u201d<\/span> Mayor<\/span> Byron<\/span> W.<\/span> Brown<\/span> said<\/span>.<\/span><\/p>\n

The RFEI is an important first step in the long<\/span>–<\/span>awaited rehabilitation of the Buffalo Central <\/span>Terminal. A proven approach in the development of complex real estate projects,<\/span> it<\/span> will evaluate<\/span> potential devel<\/span>opment partner<\/span>s<\/span> and their innovative ideas for the development of the Buffalo<\/span> Central Terminal<\/span> campus.<\/span> The opportunity will identify prospective re<\/span>al estate development <\/span>partners<\/span> and gauge their investment interest, capacity, and mission alignment.<\/span><\/p>\n

\u201c<\/span>Through the RFEI<\/span>,<\/span> we are seeking<\/span> creative ideas an<\/span>d approaches that align with our<\/span> Master Plan<\/span>, <\/span>while also<\/span> getting<\/span> market feedback and initial input on plan and program. Potential partners will<\/span> be vetted based on alignment with community vision, approach t<\/span>o diversity, equity, and<\/span> inclusion, and past performance on similar, complicated development projects.<\/span> This process will<\/span> enable the highest and best uses for the historic complex to rise to the top, and it will also enable<\/span> the select<\/span>ion of<\/span> comm<\/span>unity<\/span>–<\/span>minded<\/span> development partners,\u201d Pellegrino Faix said.<\/span><\/p>\n

T<\/span>he<\/span> RFEI<\/span> will prequalify potential development partners for final selection through a subsequent <\/span>Request for Proposals (RFP).<\/span><\/p>\n

The property<\/span> consists of the Main Terminal building, the adjacent Mail & Baggage Bu<\/span>ilding, and <\/span>an attached structured parking garage and plaza, located on 12.5 acres of the larger 61<\/span>–<\/span>acre<\/span> hist<\/span>oric site and owned by the CTRC.<\/span> The<\/span> property also<\/span> includes an additional adjacent 16+ acres <\/span>owned by the City of Buffalo, including the Post Offic<\/span>e Buildi<\/span>ng and Railway Express Building.<\/span><\/p>\n

With over $68 million secured from public and private sources, the CTRC is nearing completion <\/span>of an initial round of building stabilization, completed a community<\/span>–<\/span>visioning process to establish<\/span> a Master Plan, and ex<\/span>panded its organizational capacity, all ensuring that the Central Terminal is<\/span> well positioned for rehabilitation and reuse. An iconic architectural feature in the neighborhood,<\/span> the Central Terminal\u2019s reuse adds to the strong future of the Broadway<\/span>–<\/span>Fillmore<\/span> neighborhood<\/span> and<\/span> East Buffalo<\/span>, by continuing<\/span> to build momentum and excitement.<\/span><\/p>\n

Building on New York State\u2019s $65 million East Side Strategic Economic Development Initiative in <\/span>2019, in June Governor Kathy Hochul announced an additional $180 million of inv<\/span>estments for<\/span> East Buffalo<\/span> \u2013<\/span> the largest investment the area has seen in decades and a much<\/span>–<\/span>needed long term<\/span> investment in equity and opportunity for the community. Funding is provided through the<\/span> \u201cRegional<\/span> Revitalization<\/span> Partnership,\u201d<\/span> an<\/span> innovative,<\/span> partne<\/span>rship<\/span> between<\/span> Empire<\/span> State<\/span> Development (ESD), the philanthropic sector, and local government that will build community<\/span> wealth and catalyze economic development. The Central Terminal will receive $61 million <\/span>to <\/span>support the development of<\/span> a vibrant<\/span> mixed<\/span>–<\/span>use campus<\/span>.<\/span><\/p>\n

The momentum<\/span> is strong<\/span> for<\/span> a newly revitalized Central Terminal<\/span> that is an integral part of <\/span>creating opportunity for all.<\/span>
