North District Councilman Joe Golombek proposed putting a new presidential library into the Richardson Towers because there is $100 million earmarked for it and “we don’t have a reuse for it at this time”.
Among the other reasons he cited, Golombek mentions the Elmwood area’s cultural draws such as the Albright Knox Art Gallery and the many shops and restaurants, as well as the potential to revitalize the Grant Street neighborhood.
